A blackout is a window, set by the Sub on the Scheduling page, during which new tasks can't be assigned. It's the Sub's control: a Dom can override it to assign something anyway, with a reason, and that override is logged, but a Dom can't remove or shorten a blackout the Sub has set.
The same page holds recurring task rules: a Dom picks a template, or a goal, chastity, or clothing check-in, and a schedule, daily, weekly, or a custom recurrence, and the app reassigns it automatically instead of the Dom recreating the same task by hand every time.
